Mixed. The half about Ukraine is well evidenced: Kyiv passed Moscow an offer of a mutual Black Sea halt on 13 August, rejected the next day as a “half-measure”. But “unlike Russia” does not survive the record — Moscow professes readiness too (Peskov, 16 July; Lavrov, 14 August). The asymmetry is in the conditions attached, not in whether readiness is stated.
