Context: Mixed. The half about Ukraine is well evidenced: on August 13 Kyiv passed Moscow an offer of a mutual Black Sea halt, and Russia’s Foreign Ministry rejected it next day as a "half-measure". But "unlike Russia" does not survive the record. Moscow professes readiness too — Peskov on July 16, Lavrov on August 14 ("We are not refusing to talk to them") — and the asymmetry lies in the conditions attached, not in whether readiness is stated. Right about the conduct, wrong about the contrast.
