Context: Corroborated in magnitude, overstated in kind. The ~80 percent figure, and its focus on generation rather than the transmission grid, now rests on a Ukrainian government primary — Shmyhal to Politico, generation down to about 12 GW from 33.7 before 2022. But his own words are 'destroyed or damaged', not destroyed: much is repairable and has been partly repaired, and the total is cumulative across successive winters, not a snapshot of what is offline today.
