The redrawn lines in Alabama, California, Florida, Louisiana, North Carolina, Ohio, Tennessee, Texas and Utah are not yet drawn here; those districts are shown on their 2024 lines.

Every House district on the lines it is run on, shaded by what its state did to those lines since 2024. Where a redrawn state’s plan has been drawn, the bar rewinds it to its 2024 lines.

Every state’s lines for 3 November are settled, and the remaining fights are about 2028. On 27 October the three-judge federal court in Shreveport heard Louisiana and civil-rights groups argue that the Callais case is over, and the challengers’ lawyer argue for keeping it open to examine the 2nd District, the state’s last majority-Black seat. The court did not rule; its next date is 15 December, and no decision can change this year’s map.

In Missouri, Proposition A asks whether the 2025 map, which would make Kansas City’s 5th District one Trump carried in 2024, replaces the 2022 lines from 2028. The opposing committee reports more than $5 million in large contributions; the map’s backers say no campaign is organised for it.

On this year’s maps, the Cook Political Report’s 17 House toss-ups as of 23 October included five Democratic seats Republican legislators redrew, the Times reported. An Associated Press analysis on 20 October found the new maps moved the House’s deciding seat 1.4 points toward Republicans, and Republican leaders concede they will not win every seat drawn for them.

AP Finds the New Maps Moved the Deciding Seat 1.4 Points Toward Republicans

An Associated Press analysis on 20 October found the new maps moved the median House seat, the 218th, from Arizona’s 1st District, Trump +3.1 in 2024, to Wisconsin’s 1st, Trump +4.5: the average district is 1.4 points more Republican. AP calls the shift slight and says it may not stop Democrats taking the House; about a third of all districts were redrawn to some extent. NPR estimated on 22 October that Republican legislatures tilted about eight more seats their way than Democrats did in response, and reported that Republicans could lose many of the districts they targeted.

Estimates of the New Maps’ Value to Republicans Run From Nine Seats to None

Brookings’ Elaine Kamarck counted, from Cook’s ratings, “as many as nine” Republican gains; Politico judged on 6 September they would net at least six. G. Elliott Morris put it at two. The New Yorker reports analysts now peg it at “anywhere from six seats to none”, with Texas’s map, drawn to add five, likely to yield two or three. Cook projects about four from redistricting alone, Axios reported on 6 October; nonpartisan raters cited by the Washington Examiner say two to five; Punchbowl News, via the New York Post, counts Republicans favoured in about five of 13 or 14 seats.

Despite a new Republican gerrymander, we are skeptical that Republicans will actually max out their potential four-seat gain in Florida.

Nine States Are Voting on New Lines

With Missouri settled, the districts for November are fixed in every state, the Associated Press reports. Nine states are using lines different from 2024: Alabama, California, Florida, Louisiana, North Carolina, Ohio, Tennessee, Texas and Utah. AP says all favour Republicans except California’s and Utah’s. It estimates Republicans could net up to nine seats if every map performs as designed, though a good Democratic year could reduce that, and that about one in ten potential voters is in a different district than in 2024. Georgia, Indiana, South Carolina and Virginia tried to redraw and did not.

Supreme Court Leaves Missouri on Its 2022 Map

Missouri will vote on the congressional lines it used in 2024. On 25 September the US Supreme Court, in an unsigned opinion with no noted dissent, paused an appeals court ruling that had told the state to use a map drawn in 2025. It was the third time in a month the Court had declined to allow the new map, which SCOTUSblog says was intended to give Republicans an additional seat. The 2025 map was used in the August primary. The Missouri Supreme Court held on 3 September that it cannot take effect unless voters approve it in a referendum on the November ballot. The order said the election “has already started”.

The Texas redistricting effort will for sure yield a two-seat gain, and more than likely yield a three-seat gain. Picking up five seats will be difficult considering the environment and headwinds Republicans face this cycle.

Supreme Court Strikes Down Louisiana’s Second Black-Majority District

In Louisiana v. Callais the Supreme Court held, 6-3, that the Voting Rights Act did not require Louisiana to draw a second majority-Black district, so the map it drew to create one was an unconstitutional racial gerrymander. Justice Alito, for the Court, also narrowed how a Section 2 claim is proved: a challenger’s alternative map may not use race and must meet the state’s own aims, political goals included, as well as the state’s map does, and evidence of racially polarised voting must control for party. Within six weeks the ruling had been applied to Alabama’s map, and Tennessee and Louisiana had passed new ones.
